FSSAI Turnover Limits in 2026: What Actually Changed

Quick Answer

Effective 1 April 2026, FSSAI raised its turnover thresholds: Basic Registration now covers turnover up to ₹1.5 crore (up from ₹12 lakh), a State License covers ₹1.5 crore to ₹50 crore, and a Central License applies beyond ₹50 crore. The change came via the Food Safety and Standards (Licensing and Registration of Food Businesses) Amendment Regulations, 2026, alongside a separate reform giving registrations and licenses perpetual validity.

Note: Effective 1 April 2026, under the Food Safety and Standards (Licensing and Registration of Food Businesses) Amendment Regulations, 2026 (notified 10 March 2026), FSSAI raised its turnover thresholds and gave registrations and licenses perpetual validity. This article reflects the new rules.

The old thresholds vs the new ones

Before 1 April 2026, Basic Registration covered turnover up to ₹12 lakh, a State License covered ₹12 lakh to ₹20 crore, and a Central License applied above ₹20 crore. Under the 2026 amendment, those thresholds moved to ₹1.5 crore for Basic, ₹1.5 crore to ₹50 crore for State, and above ₹50 crore for Central — a substantial jump, especially at the Basic Registration ceiling.

Where this came from

The change was approved by the Ministry of Health and Family Welfare on 13 March 2026, aligned with recommendations from the NITI Aayog High-Level Committee on Non-Financial Regulatory Reforms. It was bundled with two other significant changes: perpetual validity for registrations and licenses and a deemed-registration rule for street food vendors already registered under the Street Vendors Act.

What this means if you were about to apply

If you were expecting to need a State License based on the old ₹12 lakh threshold, check your turnover against the new ₹1.5 crore Basic Registration ceiling before you apply — you may now qualify for the simpler, cheaper tier. See Basic Registration vs State License for how the two compare on documentation and cost.

Mandatory Central License categories are unaffected

The turnover increase doesn't change anything for businesses that need a Central License regardless of turnover — importers, exporters, and multi-state operators still fall into that category on activity alone. See State vs Central License and Central License for importers and exporters for the full list.

Frequently Asked Question

Do existing State License holders need to downgrade to Basic Registration now?

Not automatically — FSSAI hasn't mandated a mass downgrade, and your existing license remains valid under its issued terms. If you're due to renew or need a fresh application, that's the point to reassess which tier now fits your turnover, since perpetual validity means renewal is unlikely to force the question for you again.
