What documents are required for FCRA registration?
An FCRA application (Form FC-3A) needs four groups of documents: your entity's constitutional papers, three years of financial and activity records, identity documents and affidavits for your key functionaries, and details of your FCRA bank account. The exact list is set by the Ministry of Home Affairs and has been revised repeatedly, most recently in 2025 and June 2026, so use this checklist to prepare and let your CA confirm it against the portal.
Say Meera runs a registered society that supports rural health camps. She has a registration certificate and bye-laws, but her accounts for the last three years sit in three different formats and two of her office-bearers have not linked Aadhaar to a phone number. Which entity documents does the application need?
The entity documents prove that you exist as a society, trust or Section 8 company, and what you were formed to do. Only these three entity types are eligible for FCRA registration, so the certificate you upload must be one of them.
- Registration certificate. For a society, the certificate under the Societies Registration Act; for a trust, the registered deed; for a Section 8 company, the certificate of incorporation.
- Governing document. The trust deed, memorandum and articles, or society bye-laws. Read the objects clause: it should support the purposes you will select.
- Tax registrations. One source lists a Section 12A certificate among the requirements. If you do not have it yet, read our 12A and 80G registration page or ask your CA.
- Seal and signatory. Applications are signed by a key functionary and stamped with the organisation's seal.

What financial and activity records do you need?
You need three years of accounts and activity records that show your organisation has done real, continuing work. This is the heart of a Normal registration application and where most delay originates.
- Audited accounts for three years. Balance sheet, income and expenditure account, and receipts and payments account.
- Year-wise activity reports. What you did, where, and for whom, for each of the three years.
- Activity-wise expenditure. Since the May 2025 amendment, sources report that an activity-wise expenditure statement or CA certificate is asked for.
- The ₹15 lakh test. Normal registration generally expects at least ₹15 lakh spent on core activities, excluding administrative costs, over three years. Sources report that if your spending on stated aims is below that level, you may need an affidavit or capital-investment details. Confirm current requirements with your CA.

Every key functionary must provide identity documents and an affidavit, and Aadhaar is mandatory for Indian key persons. A key functionary is, as reported for the 2026 rules, a director, partner, trustee, office-bearer, member of the governing body or managing committee, or anyone who controls or is responsible for managing the organisation.
This definition is wider than what many organisations assumed under the older wording of "chief functionary" and "executive committee member". Go through your governing body list and identify each person who falls under it before you start collecting papers.
- Indian nationals: Aadhaar, plus a signed affidavit in the prescribed proforma.
- Foreign nationals: passport or OCI card. As reported, the association is ordinarily not considered for registration if a key functionary is a foreign national who is not a person of Indian origin or OCI, though exceptions may be notified. Take advice before you name one.
- Declarations: statements about convictions and about any government or political roles held, as the form requires.
Affidavits are usually needed on stamp paper, and the value and notarisation rules vary by state. Your CA confirms them before you buy any.
What extra documents apply to Prior Permission or the FCRA account?
The FCRA account needs bank details from SBI, New Delhi Main Branch, and Prior Permission needs a foreign donor's commitment letter instead of three years of history. Both are described on the FCRA registration page.
For an FCRA account, foreign contribution must first be received in a designated account at SBI, New Delhi Main Branch. You can hold additional utilisation accounts at other scheduled banks. Which document mismatches cause FCRA queries?
Most FCRA queries come from inconsistencies between documents rather than from missing ones. Fix these before filing.
- Name variations. "Trust" versus "Charitable Trust", or an old name on the accounts, against the registration certificate.
- Objects that do not match purposes. Selecting a purpose your governing document does not support.
- Accounts and activity reports that disagree. Spending in the report should reconcile with the accounts.
- Key persons who are missing or extra. The list on the form should match your governing body and the new key functionary definition.
- Aadhaar details that do not match. Name spelling or date of birth differences between Aadhaar and other IDs.
- Old account formats. Three different formats across the years invite questions.
